Five puppies, believed to be less than a day old, were found by a passerby in a rubbish bin outside Carrick Hall yesterday.
It is suspected that three of the puppies froze to death, with the remaining two currently in the care of the Launceston Animal Medical Centre.
RSPCA Tasmania are calling for public assistance to locate the mother, a large breed bull mastiff or similar dog, to reunite her with the puppies.
Oliver Breeze, RSPCA Inspector, joins Brian Carlton this morning to discuss this horrific case of "aggrevated cruelty".
If you have any information that could assist RSPCA with their investigation, please contact their cruelty hotline on 1300 139 947.
